Labor Relations Consultant

Job Title: Labor Relations Consultant
Location: Laurel, MD
Salary/rate: $110-185,000/year

A Labor Relations Consultant drafts proposals and rules in order to help facilitate collective bargaining. They interpret and administer labor contracts regarding issues such as wages, salaries, healthcare, pensions, and union and management practices. They also support the HR Director in the planning and organizing of a variety of complex administrative, professional and technical work of the Human Resources department.  

Responsibilities:

  • Serving as Chief Negotiator and primary representative in all aspects of labor relations; protect managerial rights
  • Leading overall negotiation strategy including proactively gathering and identifying collective bargaining issues and interests in conjunction with the Director of Human Resources, the General Counsel’s Office, other Department Heads and Management Representatives
  • Providing necessary oversight of assigned tasks to HR professionals to ensure timely and accurate completion while tracking and complying with statutory and contractual timelines
  • Administering agreements reached with employee organizations
  • Preparing Memorandums of Understanding and Supplemental Agreements
  • Facilitating meeting to foster positive labor/management relations in order to resolve issues
  • Providing labor relations consultations to employees, supervisors, department heads and union leadership
  • Working with employees and union leadership to interpret and implement various labor contract provisions
  • Overseeing the management of grievances through complete process to resolution
  • Developing positions, proposals and strategies with management
  • Reviewing and analyzing counter proposals and contractual agreements with Human Resource, Finance and/or other leadership
  • Providing the General Manager’s Office and Commissioners with updates and analysis of collective bargaining agreement negotiations
  • Developing and administering training and continuing educational materials to managers to facilitate the correct and consistent implementation of and adherence to collective bargaining agreement terms or other labor relations topics
  • Analyzing and interpreting language in collective bargaining agreements for compliance with federal, state, and local law policies and management practices while providing recommendations, modifications and changes as appropriate
  • Ensuring all relevant records and documents are properly maintained for historical purposes
  • Clarifying labor relations regulations or policies to provide information regarding the rights and obligations of the parties and the recourse available to employee organizations and departmental management
  • Conducting fact finding interviews and investigations in response to grievance or complaints and determine if violations of the collective bargaining agreement occurred in coordination with Human Resources staff and/or department leadership
  • Collaborating with Human Resource Office Workforce Partnerships Team, department heads, and managers to develop and implement policies, procedures, rules, and regulations governing the labor relations program
  • Ensuring labor relations programs conform to the policies governing employee management relations while consulting the HR Director
  • Developing and maintaining cooperative working relationships with union representatives, leadership and departmental managers
  • Consulting with the General Counsel’s Office on serious, complex legal issues
  • Participating in special projects as assigned by the HR Director
  • Performing all tasks and job functions in compliance with regulatory requirements   

Candidate Requirements:

  • Master’s degree in Industrial Relations (MAIR) or a Juris Doctorate (JD)
  • Certified Labor Relations Professional (CPL), Society for Human Resources Management certification (SHRM), Certified Compensation Professional (CCP), or other related certifications
  • Completion of the Financial Disclosure statement within 30 days of employment and annually thereafter  
  • Eight 8+ years of direct HR experience managing the labor relations function and supporting an organization with represented employees
  • Three 3+ years management experience  
  • Work cooperatively with subordinates, peers and supervisors in a team-based environment; ability to make independent decisions, solve problems and implement those decisions
  • Communicate effectively both verbally and in writing
  • Ability to critically think and problem solve
  • Negotiate complex labor contracts demonstrating proficiency and command of all aspects of the process
  • Direct, evaluate, train, develop provide leadership and mentor staff
  • Compile, analyze and evaluate statistical data
  • Provide effective, efficient and innovative leadership
  • Analyze and problem-solve from both detailed and strategic perspectives
  • Plan, organize and prioritize work to meet deadlines and multiple demands

  • Establish and maintain effective working relationships with subordinates, managers, elected officials, union representatives, employees, other public and private representatives, and the public
  • Organize and effectively present both orally and in writing concepts, proposals and recommendations
  • Research, develop, and administer personnel policies
  • Represent management at mediation, fact-finding, and arbitration hearings
  • Develop, recommend, implement, and evaluate the effectiveness of labor and employee relations policies, programs, and agreements
  • Interpret laws, regulations, policies, and labor agreements, and apply interpretations to the resolution of complex personnel problems
  • Negotiate contracts with labor unions and resolve employee grievances
  • Knowledge of Principles of organization and management, administrative and management analysis, fringe benefit cost analysis, and labor statistical analysis
  • Knowledge of current labor relations practice trends in the public sector
  • Knowledge of Standard negotiating practices, including preparation of negotiation strategy, tactics and impasse procedures
  • Knowledge of Labor and employment laws relating to collective bargaining with an emphasis on the public sector including federal and state labor legislation applicable to local government
  • Knowledge of Principles of management rights, representation rights, collective bargaining and labor practices
  • Knowledge of Principles of management and supervision and human resource management
